The purpose of the Pool Safely Grant Program

Improve water safety and prevent drownings and drain entrapments in pools and spas by applying for the Pool Safely Grant Program (PSGP) offered by the U.S. Consumer Product Safety Commission (CPSC) in accordance with the Virginia Graeme Baker Pool and Spa Safety Act. The PSGP provides funding and resources to state, local, and tribal governments to assist in implementing enforcement and education programs. Join the nationwide effort to make drowning and drain entrapment prevention a critical public safety priority by applying for this grant.

FY23 Grant Opportunities

CPSC will award up to a total of $3.5 million in two-year grants to assist jurisdictions in reducing deaths and injuries from drowning and drain entrapment incidents in pools and spas. The PSGP is a part of CPSC’s national campaign to make drowning and drain entrapment prevention a critical public safety priority.

Applicants must be a state, local government, Indian Tribe or U. S. Territory that has an enacted or amended a law that meets the requirements of the VGB Act (15 U.S.C. 8001), sections 1405 and 1406.

Prospective applicants can review the solicitation on Grants.gov, under grant opportunity CPSC-23-001. Applications will be accepted through April 30, 2023.

FY 2021 Pool Safely Grantees

Grantee: Florida Department of Health

Award Amount: $363,749

Project Description: The Florida Department of Health is receiving grant funds from CPSC for the DOH Violence and Injury Prevention Section (VIPS) to continue the 2018-2020 and 2019-2021 Pool Safely Grant Program (PSGP) momentum. They will strengthen statewide efforts to address drowning prevention and entrapment through enforcement and education. New funding will allow them to add a focus on enforcement of state regulations that require public pools to be inspected and records to be made available to the public. They will embrace new partners and continue to train CHD pool inspectors and county code enforcement personnel, including via online training and in-person presentations, which will increase their reach across the state. Consumer Product Safety Commission materials will be widely used for both enforcement professional training and community education.

Grantee: Virginia Department of Health

Award Amount: $51,850

Project Description: The Virginia Department of Health is receiving grant funds from CPSC to implement 1) Complete one escalated enforcement manual (to accompany existing marking instructions “Enforcement Manual”) providing clear enforcement pathways for critical and non-critical injury risk violations. 2) Ensure reinforcement for its manual and previous training and resources with the development and delivery of in-person or web-based training on all pool program enforcement materials. 3) Provide Lifeguard certification enforcement training for 24 individuals in high risk areas, 4) Provide swimming lessons to 180 children within high-risk burden areas, and 5) Coordinate one statewide communication campaign with an emphasis on disparities. Target audiences include pool operation and service companies, which hold a unique power to intervene when unsafe pool features are observed in residential and public pools; and members, caregivers of Virginia populations most at-risk for drowning and pool injury, and children of underserved populations.

Grantee: County of Stanislaus

Award Amount: $320,000

Project Description: The County of Stanislaus is receiving grant funds from CPSC to identify unsafe environments, support active enforcement by jurisdictions for bringing pools and spas up to current safety standards, and encourage safer behaviors and practices of residents through widespread education campaigns.

Grantee: County of Los Angeles

Award Amount: $400,000

Project Description: The County of Los Angeles is receiving grant funds from CPSC to provide additional resources to supplement the Department’s existing pool safety enforcement efforts and for conducting outreach and education to pool owners, pool operators, parents, and other members of the public.

Grantee: County of Tulare

Award Amount: $173,095.92

Project Description: The County of Tulare is receiving grant funds from CPSC to implement The Pool Safety Grant Program in Tulare County California managed by the Tulare County Environmental Health Services Division that will employ Environmental Health Aides to provide in person training and safety tips for pool owners as well as using social media and public transportation advertisements to provide educational outreach. The program staff will work with city and county building departments to provide safety information to all pool owners and work with swimming pool building contractors to provide required safety information to new and existing pool owners. Tulare County Environmental Health Services Division will work with County Social Services, Utility Department and Park and Recreational Departments to provide outreach safety education material in English and Spanish to distribute to their communities.
